Code/Policy Statements

Phase I project was implemented from October 1, 2002 to April 30, 2004. The twin objective of this phase were: (a) to have a formal written policy statement and a code of corporate governance approved by their respective Board of Directors; and (b) to appoint a senior officer (or unit) – the corporate governance “point person/s” – to oversee, direct, and manage a sustainable good governance program in their institutions.

The following activities were undertaken under the project:

  • Membership-wide Survey/ Holding of a Regional Workshop

    ADFIAP conducted a survey of its member-organizations to determine the extent of their corporate governance policies and practices. After the results of the survey were analyzed and in order to develop an action agenda, the Asia-Pacific Regional Workshop on Good Corporate Governance for DFIs was held in Manila, Philippines on February 10-14, 2003 in cooperation with ADFIAP’s member, the Development Bank of the Philippines (DBP). Eighteen (18) participants from ADFIAP member-banks from China, Fiji, India, Malaysia, Pakistan, Philippines, Thailand and Uzbekistan participated in the event. They were all senior officers of these institutions who eventually became the 'facilitators' in the implementation of good corporate governance activities in their respective institutions.

  • Promotion of the project through ADFIAP’s regular publications and through its website.

  • National Workshops

Following the regional event, six (6) national workshops were conducted in different countries of ADFIAP’s member-institutions. The main objective of the national workshops was to form a core group to help their institutions formulate a code of corporate governance and operationalize good corporate governance programs for their directors and officers, in particular, and for their own institutions, in general.
  • Workshop on Corporate Governance for DFIs in Malaysia held on April 1-2, 2003 in Kuala Lumpur, Malaysia
  • Seminar on Corporate Governance for DFIs in the Pacific held on August 13, 2003 in Rarotonga, Cook Islands
  • Seminar on Corporate Governance in China, August 20, 2003 in Beijing, China
  • National Forum on Good Corporate Governance for Mongolia, September 15, 2003, Ulaanbaatar, Mongolia
  • Seminar-Workshop on Corporate Governance for DFIs in India, December 8-9, 2003 in Hyderabad, India
  • National Seminar on Corporate Governance for Thailand, April 1-2, 2004, Bangkok, Thailand
  • Assistance to members in the form of briefings and advisory services to sustain their corporate governance policies and programs
The project drew good marks from the ADFIAP Board of Directors as well as from its general membership based on follow-through meetings and events conducted by the Association. Additionally, there is now a more evident and broad-based insight on and conduct of corporate governance practices across members, judging from their annual reports and other publications given to the Association.

The other tangible outputs of the project are as follows:
  • A total of 165 participants – directors and senior management persons – from 23 countries in the region attended the training events;
  • A total of 79 institutions – ADFIAP members, affiliates and other networks – participated under the program;
  • Eight (8) country training program designs were developed;
  • A new ADFIAP publication called, Governance, was developed and produced for dissemination to members and other networks.
