Compliance Officership Program

Phase III of the project is themed “Compliance Officership Program: Institutionaling Corporate Governance and Anti-Corruption Practices in Development Banks in Asia and the Pacific” and the objective of the undertaking was to encourage ADFIAP member-banks to develop a corps of compliance officers to institute good governance and anti-corruption measures in their respective institutions.

The Compliance Officership Program (COP) is a capacity-building program for member-development banks of ADFIAP that aims to institutionalize good corporate governance and anti-corruption practices in their respective organizations. The Compliance Officer (CO) will be the vanguard of corporate governance and anti-corruption programs of the development bank.

The objectives of the COP are to: (a) develop a corps of Compliance Officers to institute good governance and anti-corruption initiatives in member-banks and (b) set up Compliance Units (CUs) in their respective institutions to sustain these efforts.

  • One (1) regional workshop for present and prospective COs to equip them with new tools and best practices on the subject and to allow for an exchange of experiences among participating member-banks. The participants attending this 5-day workshop will be trained by subject experts whom ADFIAP has worked with in the past. These participants in turn will become the “pointpersons” acting as training facilitators and, where appropriate, as resource persons when ADFIAP runs the four national programs mentioned below.
  • Four (4) national workshops to adapt the above regional experience into a more homogenous and ‘local’ context.
  • Publication of a training pack on the Compliance Officership Course.

The first COP regional seminar was held in Manila, Philippines on December 12-16, 2005 with 17 participants who were trained to become "pointpersons" acting as training facilitators for the four national COP programs to be held in India, Palau, Cambodia and Malaysia.

The successful seminar in Manila was followed by a national workshop in Hyderabad, India on February 2-4, 2006 . There were 17 participants from various financial institutions in the country who benefited from the event. ADFIAP collaborated with the Jawaharlal Nehru Institute for Development Banking (JINDB) in organizing this program.

The India event was followed by a seminar-workshop in Palau Islands in the Pacific on May 19, 2006. This event was organize in collaboration with the Association of Development Financing Institutions in the Pacific (ADFIP) and hosted by the Development Bank of Palau, a member of both ADFIAP and ADFIP. This seminar was attended by 18 participants from different financial institutions in the Pacific Islands.

The third seminar-workshop under the COP was held in Cambodia on July 3-4, 2006 in collaboration with the Rural Development Bank of Cambodia, an ADFIAP member. 33 participants from development banks, commercial banks, central bank and microfinance institutions attended the program.

The last event under this project will be held in Kota Kinabalu in Sabah, Malaysia from July 25-26, 2006 in cooperation with the Sabah Credit Corporation, an ADFIAP member.
